Throughout his career, Scott has experience in over 30 jurisdictions throughout Washington, Oregon, and Idaho. Starting his career in the Portland metro, Scott’s gained experience working with road reha-bilitation, road expansion, and road improvement projects. As a Project Manager, Scott has been responsible for the design, coordination, permitting, and construction management for public and private developments on the Palouse through Design-Bid-Build and Design-Build processes. Scott has extensive experience in the permitting processes through WSU, City of Pullman, and the State of Washington. Scott has been the lead on project permitting for projects located on WSU’s Campus requiring JARPA’s, Department of Ecology Stormwater permits (NOI,
CSWGP, 401 permits), Washington Department of Fish and Game HPA, and City of Pullman Right-of-Way, Floodplain, and Critical Area’s permits.
